Minutes of the Regular meeting of the Town Board of Cincinnatus held July 13, 2023 at the town hall commencing at 6:30PM.


Present: Luann King, Supervisor

  1. Call to Order, meeting was called to order by Supervisor King at 6:30pm.

  3. Approve minutes of Regular meeting 6/8/23

A motion to approve Item #3 as presented was made by M. Christian, seconded by R. Constantino.

Ayes: Christian, Constantino, King, McKee, Stafford

Nays: 0 motion carried


  1. Financial Reports: Town Clerk, Water Clerk, Justice – reports attached

A motion to approve Item #4 as presented was made by J. McKee, seconded by R. Constantino.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried

 

  1. Public Participation – 

Assemblyman Jeff Gallahan spoke to the Board about an opportunity for the town to apply for a $75,000 grant. Assemblyman Gallahan spoke about how he currently has 41 towns in 7 counties and how that will be changing once the new redistricting goes into effect.


  1. Reports:

    1. Highway – stone and oil roads next month

    2. Water – none

    3. Planning – minutes attached

    4. Code Enforcement – report attached

    5. Beautification – none

    6. Joint Youth – baseball going well, summer basketball for boys and girls starting 

    7. Historian – replacing windows at Heritage Hall



  1. Old Business – Resolution to Endorse the Proposed Dissolution Plan for the Town of Cincinnatus Lighting District, attached.

A motion to approve the Resolution to Endorse the Dissolution Plan for the Town of Cincinnatus Lighting District as presented was made by M. Stafford, seconded by J. Mckee.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried


  1. New Business –  Community Development Home loans began around 1999, the bank account has been closed.  Wade & Dannette Tomlinson are asking for a lien discharge.

A motion to approve a lien discharge to any open account, upon request was made by M. Stafford, seconded by J. McKee.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried


Sales tax revenues under section 1262 NY tax law.


A motion to approve sales tax revenues as presented was made by M. Christian, seconded by J. McKee.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried


  1. Warrants – Disbursements from the funds as follows:

AO: $ 12,508.92

DA: $  34,054.27

SL:  $       615.08

SW: $       415.50


A motion to approve warrants as presented was made by M. Stafford, seconded by J. McKee.

The next meeting of the Town Board will be held on August 10, 2023 at 6:30pm in the Town Hall, prior to the meeting there will be a Public Hearing at 6:00 for the Endorsement of the Dissolution of the Lighting Districts.
