Minutes of the Regular meeting of the Town Board of Cincinnatus held June 8, 2023 at the town hall commencing at 6:30PM.

  1. Call to Order, meeting was called to order by Supervisor King at 6:30pm.

  2. Approve minutes of Regular meeting 5/11/23

A motion to approve Item #2 was made by M. Stafford, seconded by R. Constantino.

Ayes: Christian, Constantino, King, McKee, Stafford

Nays: 0 motion carried


  1. Financial Reports: Town Clerk, Water Clark – reports attached

A motion to approve Item #3 as presented was made by M. Stafford, seconded by M. Christian.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried

 

  1. Public Participation – 

Keegan Coughlin reviews with the Board the steps to dissolve the lighting district.  First step is to establish a dissolution plan, he needs volunteers from the Board to work with his office on this.  Mike and Luann volunteer.  The Town Board can endorse the dissolution plan in July, advertise for 4 consecutive weeks, have a public hearing in August and then the Board votes on dissolution at the August meeting following the public hearing.

Keegan Coughlin does not recommend passing any laws (like the example shared from Town of Taylor) allowing usage of town roads for ATV/UTV use since it would violate State laws.  Carolyn will draft a letter to send to James Merchant and the UTV club that was inquiring.

Keegan’s office has prepared a draft local law for solar.  Planning a nd Town boards will review.

Keegan will work with Code Officer and Justice to get a practice set in place for violations and court appearance tickets.


  1. Reports:

    1. Highway – working on Piety Hill, repaired Lake Rd bridge, pot holes have all been patched and has a quote on a 600 truck.

    2. Water – none

    3. Planning – minutes attached

    4. Code Enforcement – report attached

    5. Beautification – thank you to Gretchen Shufelt and Pat Rice for keeping the green up and flowers barrels full.   Thank you to Brooke Kemak, Cheryl Knickerbocker and Brooklyn Larkin for cleaning up the flower bed in front of town hall. 

    6. Joint Youth – uniform invoice came 

    7. Historian – Hometown Days

    8. Attorney – handled in public participation


  1. Old Business – Fuel changed to S & D.  Problem with electric heat stuck on in town hall has been resolved.


  1. New Business –  Fireworks Display Permit for Cincinnatus Fire Department

A motion to approve Fireworks Display permit as presented was made by M. Christian, seconded by R. Constantino.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried



  1. Warrants – Disbursements from the funds as follows:

AO: $ 2,627.39

DA: $ 4,977.38

SL:  $   644.34

SW: $   513.67


A motion to approve warrants as presented was made by J. McKee, seconded by M. Stafford.

Nays: 0 motion carried
