Minutes of the Regular meeting of the Town Board of Cincinnatus held August 10, 2023 at the town hall commencing at 6:30PM.

  1. Call to Order, meeting was called to order by Supervisor King at 6:29pm.

  2. Pledge of Allegiance – already done for public hearing

  3. Approve minutes of Regular meeting 7/8/23

A motion to approve Item #3 as presented was made by M. Christian, seconded by R. Constantino.

Ayes: Christian, Constantino, King, Stafford

Nays: 0 motion carried


  1. Financial Reports: Town Clerk, Water Clerk, Justice, County Treasurer, Joint Youth – reports attached

A motion to approve Item #4 as presented was made by R. Constantino, seconded by M. Stafford.

Ayes: Stafford, Christian, Constantino, King

  1. Public Participation – none

  2. Reports:

    1. Highway – Amnesty Days for fall set as Friday, Sept. 15th; Saturday, Sept. 16th; Monday, Sept. 18th 8:00am – 2:00pm each day

DEC will be coming to inspect the riverbed where we removed gravel

Shoulders cut on Staley Road

Patching done on Clark Rd, Knickerbocker Rd. & Dutch Hill Rd

  1. Water – none

  2. Planning – minutes attached – copies of proposed solar law changes will available at our next meeting  

  3. Code Enforcement – report attached

  4. Beautification – none

  5. Joint Youth – application for funding is due by 9/15/23

Request for funding for 17U team, are all kids allowed to play or are there selections made?

  1. Historian – Beth & Joanne would like to bring back records and record the rest of the items that are in the safe.  Supervisor King will work with them to schedule.



  1. Old Business – Endorse the Dissolution Plan for the Town of Cincinnatus Lighting District, attached.

A motion to Endorse the Dissolution Plan for the Town of Cincinnatus Lighting District as presented was made by M. Stafford, seconded by M. Christian.

  1. New Business – Required trainings:

Harassment & Discrimination Training – August 16 9:00-10:00 AM

Workplace Violence Training – August 23 4:00 PM

Acknowledge the closing of Credit Cards LLR, Staples and Lowes.


A motion to acknowledge the closing of credit cards as presented was made by M. Stafford, seconded by R. Constantino.

Accept the $75,000 grant from DASNY (with the help of Assemblyman Gallahan) to build the addition on the highway garage

A motion to accept the $75,000 DASNY grant as presented was made by R. Constantino, seconded by M. Stafford.

Nays: 0 motion carried


Place 2 proposals on the November 7, 2023 ballot to change the following:

Change term of Town Clerk/Tax Collector from 2 years to 4

Change term of Town Supervisor from 2 years to 4

A motion to place 2 proposals on the November 7, 2023 ballot to become effective January 1, 2024 as presented was made by M. Stafford, seconded by L. King.

Ayes: Stafford, Christian, King Abstained: Constantino

Nays: 0 motion carried


Budget workshop will be held on Wednesday August 23 at 4:00PM.  Department heads should submit a budget or attend the workshop.


  1. Warrants – Disbursements from the funds as follows:

AO: $ 29,725.28

DA: $ 71,090.13

SL:  $     626.53

SW: $  4,197.12

A motion to approve warrants as presented was made by M. Christian, seconded by R. Constantino.

The next meeting of the Town Board will be held on September 14, 2023 at 6:30pm in the Town Hall, prior to the meeting there will be a Public Hearing at 6:00 for a Moratorium for Solar due to the solar fire and pending investigation in Lyme, NY.
