Minutes of the Regular meeting of the Town Board of Cincinnatus held December 14, 2023 at the town hall commencing at 6:30 PM.

Call to Order, meeting was called to order by Supervisor King at 6:27pm.

  2. Approve minutes of Regular meeting from November 9, 2023

A motion to approve Item #2 as presented was made by M. Stafford, seconded by R. Constantino.

Ayes: Christian, Constantino, King, Stafford, McKee

Nays: 0 motion carried

  1. Financial Reports: Town Clerk, Water Clerk, Justice, Joint Youth – reports attached

A motion to approve Item #3 as presented was made by M. Stafford, seconded by J. McKee.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried

 Public Participation – none

  1. Reports:

    1. Highway – Christmas tree is up, ornaments up on poles, not much snow yet, new truck is working great

    2. Water – report attached – Water main break by Bill Cobb’s house, the cost report is attached.  The replacement of the fire hydrant by the Fire Station will take place now that the hydrant has been received.

    3. Planning – Jason shared that the Planning Board is working on ordinances and they would like to make a noise ordinance.

The planning board member would like to take training offered by the County via youtube when it works best for them and self-certify that the training was done. 

A motion to approve Item #4c as presented was made by J. McKee, seconded by M. Christian.

  1. Code Enforcement – report attached – new forms for approval – Simple Subdivision and Lot Line Adjustment

A motion to approve Item #4d as presented was made by M. Stafford, seconded by R. Constantino.

Nays: 0 motion carried


  1. Beautification – Christmas decorations have been hung and tree is on the green.  Beautification would like to thank the Town Highway workers for their help as well as Mike Stafford for connecting the star.

  2. Joint Youth – 3 basketball teams to John Tobin league in Cortland, ordering new uniform shirts for them.  New basketballs have been ordered with the help of Bill Schuyler.


  1. Old Business – Still no payment from the Fire Department for their water bill.  DASNY paperwork was received today.

  2. New Business – 

    1. Appoint a resident to fill the councilperson spot vacated by Ron Constantino when he takes over as Town Supervisor.

A motion to appoint Bob Hemming to a 1 year term was made by M. Christian, seconded by R. Constantino.

  1. Appoint a resident to fill a second councilperson spot being vacated by the resignation of Mark Christian.

A motion to appoint Nick Constantino to a 1 year term was made by M. Stafford, seconded by J. McKee.

Ayes: Stafford, Christian, King, McKee Abstain:  Constantino

Nays: 0 motion carried



  1. Establish meeting date and time for reorganizational meeting – Tuesday January 9, 2024 at 7pm.

  2. Purchase road signs to acknowledge the Cincinnatus Lady Lion soccer team as State champions.  Ron will work with Mr. Freeman on the logo and Steve for sign ordering and placement.

A motion to purchase 5 NYS champion signs was made by M. Stafford, seconded by M. Christian.

Nays: 0 motion carried

  1. The American Legion would like to put picture flags of veterans on the poles in the hamlet and have them up from May to November.  They would not require the highway departments help to hang signs.

A motion to approve the American Legion hanging picture flags of veterans was made by M. Stafford, seconded by M. Christian.

Nays: 0 motion carried



  1. Warrants – Disbursements from the funds as follows:

AO: $ 58,231.24

DA: $   6,877.80

SL:  $      916.03

SW: $   4,231.26

A motion to approve warrants as presented was made by M. Stafford, seconded by M. Christian.

  1.  Adjournment 

The Town Board would like to publicly thank Luann King for her many years of service to the Town of Cincinnatus and wish her best wishes in retirement.

A motion to adjourn the meeting at 8:07 pm was made by J. McKee, seconded by M. Christian.
