Minutes of the Regular meeting of the Town Board of Cincinnatus held November 9, 2023 at the town hall commencing at 6:30PM.


Present: Luann King, Supervisor

                     Michael Stafford, Councilperson    

Mark Christian, Councilperson 

                     Ron Constantino, Councilperson

Jonathan McKee, Councilperson


Recording Secretary: Carolyn Nowalk, Town Clerk


Also Present: Steve Mudge, Highway Superintendent 

Call to Order, meeting was called to order by Supervisor King at 6:30pm.

  1. Pledge of Allegiance – led by the Cub Scouts

  2. Approve minutes of Regular meeting from October 12, 2023

A motion to approve Item #2 as presented was made by R. Constantino, seconded by M. Christian.

Ayes: Christian, Constantino, King, Stafford, McKee

Nays: 0 motion carried

  1. Financial Reports: Town Clerk, Water Clerk, Justice, Joint Youth, Workers Compensation 3rd quarter – reports attached

A motion to approve Item #3 as presented was made by J. McKee, seconded by M. Christian.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried

 Public Participation – none

  1. Reports:

    1. Highway – graded pickleball court, concrete poured for pickleball court.  Working on new addition, got gravel out of the river

    2. Water – finish reading meters, change hydrant by fire station

    3. Planning – none 

    4. Code Enforcement – report attached

    5. Beautification -none

    6. Joint Youth – basketball started last week

    7. SPCA – new contract attached – same as 2023

    8. Historian – Ron went to yearly meeting will be held Sunday October 15

    9. Town Attorney – none

  2. Old Business – Pickleball court is finished; 2024 budget has been delivered to Cortland Real Property;  waiting for DASNY to send ID#, no return calls from Family Dollar. 

  3. New Business – spoke with CFD secretary/treasurer Richard Lambrecht concerning the 2022 water usage bill that has not been paid.  Civil Service amendment to Law 63.

  1. Water tax levy figures presented and attached

A motion to accept water tax levy as presented was made by M. Stafford, seconded by M. Christian.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried

  1. Fire Protection & EMS contract presented and discussed

A motion to approve 2024 Fire Protection & EMS contract with discussion was made by R. Constantino, seconded by M. Christian.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried


  1. Resignation – Counsilperson Mark Christian presented his letter of resignation, effective December 31, 2023


  1. Warrants – Disbursements from the funds as follows:

AO: $ 38,179.28

DA: $ 12,898.00

SL:  $      851.35

SW: $   2,402.79

A motion to approve warrants as presented was made by M. Christian, seconded by M. Stafford.

Ayes: Stafford, Christian, Constantino, King, McKee

Nays: 0 motion carried

  1.  Table meeting until October 26, 2023

A motion to adjourn the meeting at 7:07 pm was made by M. Stafford, seconded by R. Constantino.

The next meeting of the Town Board will be held on December 14, 2023 at 6:30pm in the Town Hall.
