Minutes of the regular meeting of the Town Board of Cincinnatus held August 11, 2022 at the town hall commencing at 7:00PM.

  1. Call To Order; the meeting was called to order at 7:00 pm by Deputy Supervisor Stafford.

  1. Approve minutes of the town board meeting of 7/14/22.

A motion to approve the minutes of the town board meeting of 7/14/22 was made by Jonathan McKee, seconded by Mark Christian.

  1. Financial Report – Town Clerk, Water Clerk, County Treasurer

A motion was made to accept the financial reports by Mark Christian, seconded by Jonathan McKee.

  1. Appointments to fill Town Board position vacated by Steven Mudge.

A motion was made to appoint Ronald Constantino to the Town Board position until 12/31/22 by Mark Christian, seconded by Jonathan McKee.  

Ayes: Stafford, McKee, Christian

Nays: 0 motion carried

Appointments to fill Town Supervisor position vacated by Luann King.

A motion was made to appoint Luann King to the Town Supervisor Position until 12/31/22 by Mark Christian, seconded by Jonathan McKee.  

Ayes: Stafford, McKee, Christian

Nays: 0

Abstain: Constantino motion carried

Supervisor King takes over the meeting.

Public Commentary 

Kelly Goff speaks to the Board about putting a pickleball court in at the town park.  They play on Thursday nights and have a variety of ages and people who participate each week.  Pickleball is one of the most popular up and coming sports in the country.  STudents learn it in school.  Kelly provided the Board with a diagram of a court.

The Town Board will look into the cost of a court.

Mike Shaffer speaks on behalf of the Mead Estate’s request for subdivision and requests a waiver of the need for a survey of the land.  He has been given an estimate of $16,500 – $18,000 for a survey due to the marshy wetlands on the west side of the property.  Mr. Shaffer states that Riverside Dairy is under contract with the Estate to purchase the land as soon as the subdivision is approved.

Supervisor King recommends that the town require a survey for all of the land.  A roll call vote is held to waive the requirement for a survey on the west side parcel only.

Steven Mudge arrives at 7:22pm.

Reports: Highway – Steve – new garder has been used in replacing culverts on Fox Road and Piety Hill. Paving of Piety Hill took place today and the used less material than projected.  Steven would like to look into adding an addition on to Town Barn to store grader and other equipment.

Water – the work on the road to the tower will begin next week;  Tyler needs to order some replacement heads.  There is a broken fence at the town park.

Planning Board – none

Code Enforcement – none

Beautification Committee – none

Dog Warden – SPCA – none

Joint Youth – Mike baseball and softball are wrapped up.  Soccer and basketball are finishing up in the next few weeks.

Town Attorney – Coughlin & Gerhart, LLP could not attend due to COVID, but can be available by phone.

  1. Old Business: 900’ of sidewalk has been poured so far out of the 2600’ total project.  There are some trees next door that will need to be removed to keep from damaging sidewalk as they grow.

  1. New Business:  Set standard work day and reporting resolution for elected and appointed officials: Carolyn Nowalk, Cheyenne Nowalk, Steve Mudge and Mike Stafford for NYS retirement system.

  1. Town Budget for 2023 – Department heads should look at the budget for 2022 and figure out their project or office needs.  Each will meet with the Town Supervisor and Budget Officer on Wednesday AUgust 31 at 6:00PM.  Highway, Water, Clerk, Justice and Code.

  1. Approval of warrants

A motion was made to approve the warrants by Mike Stafford, seconded by Jonathan McKee.
