Minutes of the regular meeting of the Town Board of Cincinnatus held July 14, 2022 at the town hall commencing at 7:00PM.

  1. Call To Order; the meeting was called to order at 7:02 pm by Supervisor King.


  1. Approve minutes of the town board meeting of 6/9/22.

A motion to approve the minutes of the town board meeting of 6/9/22 was made by Mike Stafford, seconded by Jonathan McKee. 

Ayes: 5 Nays: 0 motion carried


  1. Financial Report – Town Clerk, Water Clerk

A motion was made to accept the financial reports by Jonathan McKee, seconded by Mark Christian.  

Ayes: 5 Nays: 0 motion carried


  1.  Public Commentary 

Phillip Hegedus comments regarding his thoughts on Tim Bearup, Code officer as well as the Planning Board.  Mr. Hegedus states he received a letter from Tim Bearup with no date and the incorrect address. 


Carmine Sonnacchio states he wants to build an addition onto the bowling Alley and he needs information from Tim Bearup.


Ricky Yale is here asking about his purchase of property from his brother – the Town Board has received no paperwork or fee for this proposed subdivision.


A motion was made to move to Executive Session at 7:08pm, 30A Section 21(a) to discuss discipline, dismissal or public officer by Luann King, seconded by Jonathan McKee.

Ayes: 5 Nays: 0 motion carried


Carolyn Nowalk arrives at 7:14 pm and joins the Board in Executive Session.


A motion was made to move to return to Public Session at 7:45pm Luann King, seconded by Mike Stafford.

Ayes: 5 Nays: 0 motion carried


Reports: Highway – Steve – work on Piety Hill and Dutch Hill continues

Water – none

Planning Board – minutes attached

Code Enforcement – report attached

Beautification Committee – tree in park was removed 

Dog Warden SPCA – report attached

Joint Youth – Mike baseball and softball are underway, along with summer basketball.  Soccer later this month.

Town Attorney – Fran Casullo – resignation


A motion was made to accept the resignation from Fran Casullo by Mike Stafford, seconded by Mark Christian.

Ayes: 5 Nays: 0 motion carried

Town Attorney – Appoint Keegan and Coughlin


A motion was made to appoint Keegan and Coughlin as new Town Attorney by Jonathan McKee, seconded by Mike Stafford.

Ayes: 5 Nays: 0 motion carried


  1. Old Business: Sidewalk letter has been distributed to residents.  The tearing up of the old sidewalk should begin next week.

  1. New Business:  Move money to purchase grader for Highway


A motion was made to move money for the purchase of a grader for Highway Dept by Mike Stafford, seconded by Steve Mudge.

Ayes: 5 Nays: 0 motion carried


Sales Tax Revenue – see letter attached


A motion was made to move to continue handling sales tax the same as we have in the past by Mike Stafford, seconded by Mark Christian. 

Ayes: 5 Nays: 0 motion carried


Resignation of Steven Mudge as town councilperson, effective midnight July 14, 2022 – attached


A motion was made to accept the resignation of Steven Mudge with regret by Jonathan McKee, seconded by Mark Christian. 

Ayes: 5 Nays: 0 motion carried


Retirement of Luann King from Town Supervisor – attached

A motion was made to accept the retirement letter of Luann King with regret, effective July 20, 2022 by Mike Stafford, seconded by Jonathan McKee. 

Ayes: 5 Nays: 0 motion carried


Appointment of Superintendent of Highways.


A motion was made to Steven Mudge as Superintendent of Highways from July 8, 2022 through December 31, 2022 by Mike Stafford, seconded by Luann King. 

Ayes: 5 Nays: 0 motion carried

Appointment of Deputy Supervisor Mike Stafford to act as Town Supervisor effective July 21.

A motion was made to appoint Deputy Supervisor Mike Stafford as acting Supervisor beginning July 21, 2022 by Jonathan McKee, seconded by Luann King. 

Ayes: 5 Nays: 0 motion carried


  1. Approval of warrants


A motion was made to approve the warrants by Jonathan McKee, seconded by Mark Christian. 

Ayes: 5 Nays: 0 motion carried


  1. Adjournment:

A motion was made by Supervisor King, seconded by Johnathan Mckee to adjourn the meeting at 8:09 pm.

Ayes: 5 Nays: 0 motion carried
