Minutes of the Regular meeting of the Town Board of Cincinnatus held February 9, 2023 at the town hall commencing at 6:30PM.

  1. Call to Order, meeting was called to order by Supervisor King at 6:27pm.

  3. Approve minutes of Reorganizational Meeting minutes of January 5, 2023

A motion to approve Item #3 was made by J. Mckee, seconded by R. Constantino.

A motion to approve Item #4 was made by M. Christian, seconded by R. Constantino.

  1. Financial Reports: Town Clerk, Water Clark, Tax Collector 2/4/23, Workers Compensation Self Insurance Fund – reports attached

A motion to approve Item #5 was made by M. Christian, seconded by J. McKee.

Nays: 0 motion carried


  1. Public Commentary:  Mike McKee would like to keep the tiny house he added to his property for his Mother during her illness,  Supervisor King suggests that he put into writing his future plans for the building and ask permission of the Planning Board.

  2. Reports:

    1. Highway – in folder

    2. Water – pump 3 is replaced and pumping

    3. Planning – Discuss Solar Moratorium

    4. Code Enforcement – report attached

    5. Beautification – wreaths are down

    6. Joint Youth –  none

    7. SPCA – unredeemed dog report attached

    8. Town Historian – Beth MacRae’s annual report is attached

    9. Attorney – working with attorney on solar wording and lighting district

  3. Old Business – lighting district

  4. New Business – Town of Taylor has asked if we would be interested in a shared judicial service – this is tabled until it can be discussed with Judge Crane.

Extension of time to collect taxes to May 31, 2023.

A motion to approve extension of time to collect taxes to May 31, 2023 was made by J. McKee, seconded by R. Constantino.

The Board will review Court Records at March meeting (Section 2019-a)

Schedule a second meeting for February on 2/23/23 @ 6:30pm for Public Hearing of Solar Moratorium followed by a round table meeting with Planning Board, Justice Crane and Tim Bearup.

DA:   $ 78,532.07

SL:   $    756.83

SW:   $ 1,342.36

The next meeting of the Town Board will be held on February 23, 2023 with a Public Hearing followed by the continuation of this meeting beginning at 6:30pm.

Discussion about “tightening” wording of local town laws.


Patrick Wiater asks if we can involve local law enforcement for situations where violations impact public or pedestrian safety.


Jason Tuning would like to see a link on the town website that takes people to the County website for codes and requirements.


Motion to pass local law # 1 of 2023.

A motion to approve local law #1 of 2023 was made by J. Mckee, seconded by R. Costantino.
