Minutes of the Regular meeting of the Town Board of Cincinnatus held November 10, 2022 at the town hall commencing at 7:00PM.

  1. Call To Order; the meeting was called to order at 7:00 pm by Supervisor King.

  2. Approve the meeting  minutes of 10/13/22.  

A motion to approve the 10/13/22 meeting minutes was made by Ron Constantino, seconded by Mark Christian.

Ayes: Stafford, McKee, Christian, Constantino, King

Nays: 0 motion carried

  1. Financial Report – Town Clerk, Water Clerk, County Treasurer (all attached)

A motion was made to accept the financial reports by Mike Stafford, seconded by Mark Christian.  

Ayes: Stafford, McKee, Christian, Constantino, King

Nays 0 motion carried

  1.  Public Commentary – none

  2.  Reports: – Departments and Sub-Board:

Beautification Committee Pat & Terena report that the wreathes we hang for Christmas are falling apart, they have purchased 6 new snowflakes, however they have different brackets and will require the old brackets be removed and new brackets placed when hanging them.  They ask if Highway would be willing to help them with the aid of Marathon as they have in the past.  Steve says yes.

The Camel display has grown in size and requires more help to set up.  Councilmen McKee and Constantino offer to help.  Terea to provide date and time for the clerk to share with the Town Board.

The Board thanks Pat Rice for her donation of $500 to the beautification fund, along with Kellogg Free Library for their donation of $500.


Planning – The planning board had Keegan Coughlin attend their last meeting and answer their questions regarding several properties in the town.


Highway – They have gotten gravel out of the river and used in the new driveway.  

Water District – meters have been read and bills sent out.  Randolph is coming to check low pressure in 1 well.

Code Enforcement – attached

Joint Youth – nothing happening at this time.  Varsity Lady Lions Soccer plays Saturday at Homer High School in the State semifinal game against Keshequa at 12:30pm.

Town Attorney – Coughlin & Gerhart, LLP – invoice in warrants


  1. Old Business: Appoint Town Clerk Carolyn Nowalk as the Benefit Clerk for the town, as required by Tompkins County health Consortium.  Supervisor King will be resigning from the Tompkins County Health Joint Committee

A motion was made to appoint Carolyn Nowalk as Benefit Clerk for the Town by Mike Stafford, seconded by Johnathan McKee  

Ayes: Stafford, McKee, Christian, Constantino, King

Nays 0 motion carried


  1. New Business:  Accept the Preliminary Town Budget for 2023.

Local Law #3 of 2022 “A Local Law Overriding the Tax Levy Limit Established in General Municipal Law 3-c in the Town of Cincinnatus” – public hearing prior to next months meeting.

A motion was made to accept the Preliminary Town Budget of 2023 by Johnathan McKee, seconded by Mark Christian.  

Ayes: Stafford, McKee, Christian, Constantino, King

Nays 0 motion carried


  1. Warrants – Warrants were presented and discussed, any questions were answered

A motion was made by Mike Stafford, seconded by Ron Constantino to approve the warrants. 

Ayes: Stafford, McKee, Christian, Constantino, King

Nays 0 motion carried



  1. Adjournment

A motion was made by Mike Stafford, seconded by Mark Christian to adjourn the meeting at 8:05pm.

Ayes: Stafford, McKee, Christian, Constantino, King

The Town Board will have a public hearing at 6:30 pm prior to the next Town Board meeting on December 8, 2022 at 7:00 pm.
