Minutes of the Regular meeting of the Town Board of Cincinnatus held January 13, 2022 at the town hall commencing at 7:00PM.

Call To Order; the meeting was called to order at 7:02 pm by Supervisor King.A
Approve the meeting minutes of 12/30/21. A motion to approve the 12/30/21 meeting minutes was made by Steve Mudge, seconded by Johnathan McKee.
Aye: 4 Nays: 0 motion carried
Approve the Reorganizational meeting minutes of 1/6/22 with edits. A motion to approve the reorganizational meeting minutes was made by Counsilperson Johnathan McKee, seconded by Mark Christian.
Aye: 4 Nays: 0 motion carried
Financial Report – Town Clerk, Water Clerk and County Treasurer attached
A motion was made to accept the financial reports by Johnathan McKee, seconded by Steve Mudge.
Ayes: 4 Nays 0 motion carried
Public Commentary
Reports: – Departments and Sub-Board:
Highway – Allie provided the board with his work log (attached). Updated the Board that the wreaths have been taken down and put away. Had some door issues at the garage, they have been fixed. Sundays storm was handled well with a 14 hour work day for Allie and his crew. The Board publicly thanks Allie and crew for their hard work and safe handling of the storm.
Water District – Tyler – none
Planning Board – Jason Tuning, Chair The planning Board would like the town to consider a moratorium on solar applications.
Code Enforcement – Time Bearup came and introduced himself to the Board. Tim will be in the office on Tuesdays from 4:00 – 6:00 pm, but will work remotely with laptop and cell phone at other times.
Beautification Committee – Allie and crew have taken the wreaths down and stored them away.
Dog Warden – SPCA – none
Joint Youth – none
Town Attorney – Fran Casullo
A motion was made to appoint Fran Casullo as town attorney by Jonathan McKee, seconded by Steve Mudge.

Old Business:
Moratorium on Solar Applications- schedule a public hearing on February 10, 2022 at 6:30 pm. The Board would like to discuss local laws regarding all energy sources, solar, wind and gas.
A motion was made by Jonathan McKee, seconded by Steve Mudge to approve the public hearing.

New Business:
Discuss for the use of Coronavirus State and Local Fiscal Recovery funds
$51,379.82 year 2021 (water tank and painting)
$51,379.82 year 2022 Federal Rescue Plan payment
$50,000.00 year 2022 Local County Rescue Plan (sidewalks)
Luann will talk to the library about their funding and project plans.
The Family Counseling Services mobile unit will begin using the parking lot on Tuesdays.
Budget Adjustments: – see attached
A motion was made by Mark Christian, seconded by Jonathan McKee to accept budget adjustments as attached.
